Quality Assurance Program

Purpose

Arizona Revised Statutes Section 41-3504, subsection A.1.(f) states that the agency (GITA) shall be responsible for “Evaluating and either approving or disapproving budget unit information technology plans…that include quality assurance plans (italics added).” To date, GITA staff has not primarily focused on the quality assurance components of the budget units’ information technology plans. Starting in CY04, GITA intends to begin a long range program leading to development of a strong quality assurance component within all budget unit information technology plans.

Background

To provide agencies with initial background material, GITA has identified some models and links for agencies to use in creating internal quality assurance plans. The information presented in the links is highly conceptual. However, all quality models are rooted in Philip Crosby’s pioneering work Quality is Free. Crosby identifies a framework of five maturing stages thorough which quality management evolves:

2. Awakening

3. Enlightenment

4. Wisdom

5. Certainty

Simply stated, a model quality assurance process is a set of activities that describe what should be done to ensure that information technology projects will be successfully completed on time and within budget, and that the projects will provide the outcomes that were planned.

A QA symposium for appropriate State personnel (CIO's and project managers) for the late August timeframe.
